After a devastating earthquake, mudslides forced 20 families to move out of their homes in the Chingshui village of Chungliao township in central Taiwan. Seeking a new place to rebuild their lost homes, the residents found a piece of state-owned land at the foot of a mountain. But using state-owned land to accommodate earthquake victims was unprecedented. With outside assistance, and after two years of effort, the residents finally made a breakthrough in gaining the rights to lease the land and were ready to rebuild their homes. However, when the county government interfered and took over the construction project, the residents' dream of having their new homes disappeared overnight.
